I received an invoice from your department- what is it for?

Many of our programs require an annual permit for which there is an annual billing. Other charges may include re-inspection, consultation, plan review and direct site work.

The invoice received from EMD will have details of what the charges are for printed on the invoice. If you still have questions, please call 916-875-8481 during business hours, or send an e-mail to emdinfo@saccounty.net.

Can I pay my EMD bill on-line?

Yes. EMD accepts American Express, Discover, MasterCard and Visa credit cards and electronic funds transfers (e-checks.)

There is a service fee charged for on-line transactions. Please visit EMD On-line Payment for details and to enter payment information.

How long before my EMD account is credited with my on-line payment?

Your account is usually credited within 2 (two) business days of your PaymentExpress on-line payment, not counting Sacramento County holidays.

Why is there a service charge for paying on-line and why am I paying for this?

PaymentExpress charges a service fee for processing the payment transaction. The fee is not charged by or paid to the government agency. The service fee is assessed to cover operating costs and the costs associated with servicing thousands of card transactions.

AMEX Payments will show as two charges, one for the primary amount and one for the convenience fee. All other card brands will show as one charge.

Credit Card/Bank statements will show the following:

AMEX payments will also show "PMT*Sacramento County Fee" for the convenience fees.

What is the service charge for EMD transactions?

The service fee rate for credit card payment is 2.29% of the payment amount with a minimum service charge of $1.95; PIN Debit service fee is $2.95 per transaction at EMD’s office via PIN pad; for e-checks the service fee is $.95 per transaction.

Please note that there will be a service fee of $53.00 charged for returned e-checks.

I sold my business a month ago. Do I still owe the permit fee?

Depending on the anniversary date (the date you went into business), you may indeed still owe the fee.

Permits are non transferrable, therefore, you may owe what is due on your account and the new owner will also be charged the permit fee starting with the month of ownership change.

I am opening a new business. How do I determine what my permit fees will be?

The exact fees depend on a number of factors, including the type of business, the size of the business, the volume of regulated materials and the level of risk.

Is there a late fee if I don't pay my EMD bill on time?

Yes. Environmental Management may assess a delinquency fee of 10% of the balance due or $75.00 (whichever is greater) if full payment is not received by the due date.
