CUPA stands for Certified Unified Program Agency

Sacramento County's Environmental Management Department has been designated as the Sacramento region's CUPA by CalEPA. The Program is housed within EMD's Environmental Protection Division. CUPA Programs are administered throughout the County of Sacramento and its incorporated cities.

CUPA Permit-Business Survey Questionnaire

All businesses regulated by CUPA programs require a permit.  In order to determine the type of CUPA permit your business may require, all Sacramento County businesses without a CUPA permit must complete a Business Survey Questionnaire.

How to Obtain a Permit

Permits for all CUPA regulatory programs are obtained by registering with EMD and paying an annual permit fee. EMD has staff available to conduct facility walkthroughs to determine a facility's need for permits to ensure proper program categorization.
